I like the colors... they're nice. I don't understand why there's a little waterfall of colors - I don't know how it relates to the graphic. But, then again, I have no clue what's in this graphic, anyway.

I'm not a fan of graphics that are just cropped and slammed up against a background color. It seems like a short cut to me - but sometimes it does look very nice and classy.

avatars;
Most of these are very plain and none are striking.

backgrounds;
I love it when sites offer repeating backgrounds, because it's a huge help, however, these don't seem very likely to be used on a nice layout. Heart backgrounds and lots of them. Sort of childish.

brushes;
Well, while I don't find the brushes all that pleasing, it's very nice to see that they're available for Paint Shop Pro, PhotoShop, and in image packs... considerate and helpful.

textures;
I don't enjoy any of these except for one. The first one in the middle column - pink and yellowish - is pretty. Though, I'm not sure how well it could be used.

tutorials;
Several tutorials are offered with simple step by step instructions with image previews along the way. Nice and easy to follow!

anime;
Hmm... interesting that anime has it's own direct link off of the header. These are just anime avatars. Perhaps placing them in a subpage on the avatars page under resources would be more appropriate. Especially if she wanted to have fewer links.

articles;
Well written.

The other section of this page isn't really articles though, it's an opinion board like a forum.

reviews;
This format seems very fair and respectful. Except for giving someone a rating, that's degrading.

The list of credits is very thorough!

It's highly organized and everything is orderly and easy to find, however I find the resources to be very lacking, whereas the articles/opinion board is the highlight of the site.
